  • examination of facilities and inventory.

Persons engaged in the business of slaughtering, freezing, packing, labeling, buying and selling for intrastate commerce or transporting, shipping or receiving in such commerce livestock or poultry slaughtered for human consumption or holding such articles so received shall maintain such records as the Officer by regulation may require, showing, to the extent that they are concerned therewith, the receipt, delivery, sale, movement or disposition of such articles, and shall, upon the request of the Officer, permit the Officer at reasonable times to have access to and to copy all such records.

Any person, firm or corporation that engages in business, in or for intrastate commerce, as a renderer, or engages in the business of buying, selling or transporting, in such commerce, any dead, dying, disabled or diseased cattle, sheep, swine, goats, horses, mules or other equines, or poultry, or parts of the carcasses of any such animals that died otherwise than by slaughter, shall keep records subject to inspection pursuant to subsection 1.

Any record required to be maintained by this section shall be maintained for a period of 2 years after the transaction has taken place which is subject to such record.

Persons, firms or corporations specified in subsections 1 and 2 shall, at all reasonable times, upon notice by a duly authorized representative of the Officer, afford such representative access to their places of business and an opportunity to examine the facilities and inventory and to take reasonable samples of their inventory, upon payment of the fair market value thereof.
