Uniform system of accounts

  • examination of books and accounts
  • fines
  • suspension or revocation of certificate of public convenience and necessity.

1.

A certificate holder shall maintain a uniform system of accounts in which all business transacted by the certificate holder is recorded. The accounts must be:

(a)

Kept in a form prescribed by the Taxicab Authority;

(b)

Before May 15 of each year, submitted to the Taxicab Authority in an annual report in the form and detail prescribed by the Taxicab Authority;

(c)

Retained for a period of 3 years after their receipt back from the Taxicab Authority; and

(d)

Supplemented with such additional information as the Taxicab Authority may require.

The Taxicab Authority may examine the books, accounts, records, minutes and papers of a certificate holder at any reasonable time to determine their correctness and whether they are maintained in accordance with the regulations adopted by the Taxicab Authority.

If a certificate holder fails to comply with any provision of this section in a timely manner, the Administrator, after hearing, may impose a fine of not more than $1,000, commence proceedings to suspend or revoke the certificate of public convenience and necessity of the certificate holder, or both impose a fine and commence such proceedings.
