At the time and place mentioned in the notice, or at such other time or times to which the hearing of the petition may be adjourned, the board of directors shall proceed to hear the petition and all objections thereto presented in writing by any interested persons, who shall be holders of title or evidence of title to lands within the district or within the territory proposed to be annexed.

At the hearing, the board of directors shall hear and determine all objections and shall exclude all lands within the territory proposed to be annexed which will not be benefited by inclusion in the district.
The legislature occasionally skips outline levels.
