Mail for clients

1.

A field administrator:

(a)

Shall ensure that mail from a parent, guardian or attorney of a client is delivered to the client as promptly as the circumstances and location of the client allows.

(b)

May restrict a client from sending any mail during the first 3 weeks of the client’s participation in the program.

(c)

Shall not restrict a client from sending any mail if the client has participated in the program for more than 3 weeks.

(d)

May require a client to open mail in the presence of a member of the staff and shall confiscate any contraband contained in the mail.

2.

Except as otherwise provided in subsection 1, the right of a client to send or receive mail must not be restricted, except as requested by a parent or guardian of the client.
