Unless a greater penalty is provided by a specific statute, any person violating any of the provisions of this chapter is guilty of a misdemeanor.

A court of competent jurisdiction has full power to try any violations of this chapter, and upon conviction may, at its discretion, revoke the license or certificate of the person so convicted, in addition to imposing the other penalties provided in this chapter.
