NRS 477.091
“Governing body” defined.

As used in NRS 477.091 to 477.099, inclusive, “governing body” means:

1.

If a building is located within the boundaries of a city, the governing body of the city.

2.

If a building is located in the unincorporated area of a county, the board of county commissioners of the county.
