Cash advance when reimbursement may be delayed

When an officer or employee uses a charge card issued at the request of the State for cash advances or travel expenses, or both, and the receipt of the travel reimbursement may be delayed more than 5 working days after the date of the initial submission of the travel reimbursement claim, the administrative head or the designee of the administrative head shall immediately issue to the officer or employee, for payment to the issuer of the charge card issued at the request of the State, a cash advance as described in NRS 281.172 in the amount of the total travel expenses charged on the charge card.

If an officer or employee who has been issued a charge card at the request of the State for cash advances or travel expenses, or both, fails timely to pay the travel expenses charged on the card, with the result that the charge card incurs a delinquent balance, the State may withhold from the officer’s or employee’s regular pay, or final payment received upon termination of the officer’s or employee’s employment, an amount that is not more than the amount required to pay the delinquent balance or the amount deducted from or offset against any rebate issued to the State by the issuer of the charge card related to the delinquent balance. Any amount withheld from an officer’s or employee’s pay pursuant to this section shall, as soon as practicable, be remitted to the State as payment for the delinquent balance or the amount deducted from or offset against any rebate issued to the State by the issuer of the charge card related to the delinquent balance.
