Creation of taxing district in county whose population is less than 700,000

1.

The board in any county whose population is less than 700,000 may submit to the voters of that county the question of whether a taxing district to establish a system to provide a telephone number to be used in an emergency should be created within the county. If the question is approved, the board, by ordinance, must create such a district.

2.

The boundary of a district created pursuant to subsection 1:

(a)

Must be defined in the ordinance;

(b)

May not include any part of an incorporated city unless the governing body of the city petitions the board for inclusion in the district; and

(c)

May include only the area served by the system.

3.

The board may delegate the operation of the system to a metropolitan police department, if one has been established in the county.
