Number, qualifications and appointment of members.

The commission shall be:

1.

Appointed by the board.

2.

Composed of not less than five nor more than nine members, one of whom shall be a member of the board and one of whom shall be a member of the board of trustees of the county school district. The remaining members shall be qualified electors of the county.
